Abgespeckter C16 aus der 264er Reihe. Ein Einstiegscomputer der untersten Preisklasse. Er wurde nur in Deutschland verkauft. Davon kurze Zeit als BASIC-Lerncomputer im Set mit der Datassette Commodore 1531 und einer BASIC- Lernkassette. Er wurde im Jahre 1984 veröffentlicht und war technisch mit dem C16 identisch. Der C116 hatte jedoch ein kleineres Gehäuse mit einer Gummitastatur und verfügte über nur 16 KB RAM, davon waren 12 KB für BASIC verfügbar (2 KB im Grafikmodus). Er besaß keinen Userport.
