Der Perspektivplan des Kreises Wolmirstedt wurde in einer A5 Broschüre abgedruckt. Auf der Vorderseite befindet sich das alte Kreiswappen vom Kreis Wolmirstedt. Text auf der ersten Seite: "Kreistag des Kreises Wolmirstedt // Beschluß Nr. 83-18/CIV)/68 // Perspektivplan // des Kreises Wolmirstedt // bis 1970 // Wolmirstedt, den 25. April 1968".
Der Perspektivplan gliedert sich in 5 Hauptpunkte auf:
I. Hauptausrichtung der ökonomischen Entwicklung des Kreises
II. Territoriale Rationalisierungskomplexe
III. Entwicklung des gesellschaftlichen Arbeitsvermögens und Absicherung des Arbeitskräftebedarfs der führenden und bestimmenden zweige der Volkswirtschaft
IV. Hauptaufgaben der sozialistischen Landwirtschaft und Nahrungsgüterwirtschaft
V. Entwicklungd der Bereiche des Rates
