Querrechteckige Karte mit schwarzem, mehrzeiligem Textaufdruck (Der Bundesminister der Verteidigung - Protokoll - Bitte deutlich sichtbar an der Windschutzscheibe anbringen WAGENKARTE EMPFANG UND GROSSER ZAPFENSTREICH Kaiserslautern 28. Juli 1977), und einem blauen Kreuz, von Ecke zu Ecke.
Anlass ist die Verabschiedung des Oberbefelhshabers der Alliierten Luftstreitkräfte Europa Mitte und Oberkommandierenden der Amerikanischen Luftstreitkräfte in Europa General Richard H. Ellis mit einem Empfang und anschließendem Großem Zapfenstreich.
