Az öt oldalas tervezetet a tapolcai Városi Tanács VB Testnevelési és Sportfelügyelősége, az MHSZ Járási Vezetősége és a Járási-Városi Úttörőelnökség bocsátotta ki 1973. szeptemberében, Tapolcán. A rendezésben az Általános Iskolai Sporttanács is közreműködött. Meghatározta az úttörőolimpia sportágait, körzeti beosztását, felelőseit és lebonyolítását az 1973-74-ös tanév során.
