Az öt oldalas tervezetet a tapolcai Városi Tanács VB Testnevelési és Sportfelügyelősége és a Járási-Városi Úttörőelnökség bocsátotta ki 1974. szeptember 1-én, Tapolcán. A rendezésben az MHSZ és az Általános Iskolai Sporttanács is közreműködött. Meghatározta az úttörőolimpia sportágait, körzeti beosztását, felelőseit és lebonyolítását az 1974-75-ös tanév során..
