Das Flugblatt mit der Überschrift: "Das russische Volk - ein gleichberechtigtes Mitglied der Familie der freien Völker des Neuen Europas!" wurde am 30.01.1943 vom russischen Komitee hergestellt.
Auf der Rückseite befindet sich eine Unterschrift des Generals A. A. Wlassow.
