Dieser Passierschein hat Angehörigen der Wehmacht ermöglicht, den Kampf gegen die Rote Armee einzustellen.

Empfänger der Gefangenen wurden angewiesen, mit dem Besitzer des Passierscheins dem Gesetz entsprechend umzugehen.
